Kyndryl, a global leader in mission-critical IT services, has partnered with the Virginia Department of Motor Vehicles (DMV) to overhaul its legacy systems and significantly improve customer service efficiency. This strategic collaboration focuses on transitioning the department’s operations to a modern, cloud-native environment that supports over 200,000 transactions per day.
As part of this initiative, Kyndryl is implementing a new cloud-based platform, MAX, originally developed by the State of Arizona. This system is accessible to other states through an intergovernmental agreement and is designed to streamline operations related to vehicle registration, driver services, and business processes.
The transformation involves migrating key applications from a mainframe to a flexible cloud infrastructure powered by Microsoft Azure. This will enable DMV employees and citizens alike to experience more responsive and secure services—whether online, at service centers, or through call centers. The new system will also integrate with other local and national agencies, enhancing overall interconnectivity.
Leaders Speak on the Transformation
W. Sheppard Miller III, Virginia’s Secretary of Transportation, praised the move, stating, “With the Governor’s vision for a best-in-class DMV, Kyndryl has emerged as the ideal partner to bring this vision to life. This initiative is a win for all Virginians.”
Gerald Lackey, DMV Commissioner, emphasized the customer-first approach: “MAX is more than a system upgrade—it’s a step towards a more secure, efficient, and resident-centric DMV. This transformation ensures we can support high-volume transactions while elevating the overall user experience.”
James Rutledge, President of Kyndryl U.S., noted, “Our work with the Virginia DMV highlights a strong commitment to innovative, secure, and efficient public service delivery. By utilizing advanced cloud technologies, we aim to optimize operations, reduce costs, and improve service accessibility for all Virginians.”
